Meet the Directors

Our Directors are extremely hands on, whether on-site or in the office.

They lead a team of specialists and support personnel, ensuring multiple projects can be coordinated and completed in an efficient and cost-effective manner.

Mark Finlayson honed his surveying skills on some of the world’s most innovative projects, from the London Underground and Middle Eastern oil rigs to oil pipeline surveys in Papua New Guinea and laying fibre optic cables throughout South East Asia.

Mark’s rich background includes 25 years’ of professional experience in land development, enabling him to provide expert advice on project strategy, surveying process management and consent requirements under District Planning documents. His specialist areas include development and subdivision advice, laser scanning and BIM.





James Hook has 23 years’ experience as a Planning Consultant, and his unique insights and strategic advice is an asset at every stage of any development project.

Whether he’s providing pre-development planning and strategic advice, preparing the necessary resource consent applications, or appearing at Council and Environment Hearings, his involvement has proved pivotal to the success of many projects.

James specialises in urban/commercial development and subdivision.

Tom is the founding director of BCL Surveyors, which amalgamated with MPC Planning in 2012 to become Envivo Ltd.

He has decades of experience in land development and subdivision across both the residential and commercial sectors and has worked in both the public and private sectors and assisted his clients with strategic and technical advice to make their projects a success.

He has a particular interest in Auckland and Christchurch apartment and multi-unit developments and unit titles.

Tom has a focus on business development and established Envivo’s Christchurch office in 2012 and managed the acquisition of Jawa Structures Ltd (a bespoke civil and structural engineering consultancy) in 2015.

He is a Member of the New Zealand Institute of Surveyors, a Professional Registered Surveyor and a Member of the Royal Institute of Chartered Surveyors.

Chief Executive

Andrew is the Chief Executive of Envivo.

Andrew’s career experience is in the Infrastructure, Construction, Services and related building and engineering sectors. He served previously as Executive General Manager and Director of ASX:RCR businesses in New Zealand, General Manager Infrastructure at Fletcher Construction and prior to that, led the multi-divisional New Zealand businesses of Leighton Contractors, capping a very successful 16 year career in that company. In addition to leadership strengths, Andrew has a wealth of experience in operations, start-up, turnaround and restructuring. His career has been built on three foundations; the primacy of customer service, the power of investing effort in a positive, supportive team environment and a focus on operational simplicity.

Andrew is a civil engineering and business graduate with more than 30 years experience in Australia, New Zealand and the United Kingdom. He has handled many diverse roles spanning consulting engineering, design, project management, project delivery, services delivery, roading, telecommunications and overall business leadership in GM and C level roles. He has a depth of governance experience on boards in sectors from not-for-profit, major project and long term service alliance boards, and industry bodies. He is a long serving board member and current Chair, of Infrastructure New Zealand.

A brief history

Envivo combines two leading firms, BCL Surveying and MPC Planning.

Tom Bretherton founded BCL Surveyors in 1998, with a vision of a surveying consultancy that would provide superior personal attention and service, excellent advice, and exceptional quality surveys.

Mark Finlayson joined Tom soon after the company’s inception.

James Hook founded MPC Planning in 2000, driven to provide accurate and effective planning advice, high quality reporting and outstanding service.

Both companies grew quickly through referrals from satisfied customers.  With similar core values, joining forces was a natural progression. In 2012 BCL and MPC amalgamated to form Envivo, combining the best practice of the original firms, and expanded to incorporate Civil and Environmental Engineering services.
